		<description>Is this government really serious about reducing carbon emissions? I think not ! The DEC is is a record of what energy is used in a building prominently displayed to show the public how well the occupier is doing at reducing carbon emissions. Let&#039;s hope that they do not duck their obligations with the redraft of the Energy Performance of Buildings Directive to avoid the further uptake of DECs</description>
